There is an abandoned shelter, accessible by a door under the pier. A stone shelter, with three floors. The top floor has a rudimentary water and gas system, taking them from Oceanside Utilities without their knowledge. It also has rations and a table with chairs. The middle floor has rooms, with old beds and dressers. Bottom floor is the size of two floors, and is empty.

Richard heard rumors of an abandoned shelter at the pier, and he decided to check it out. He didn't have a home, so it was worth a shot. Upon finding a steel door, he entered. Flicking a switch, the lights came to life. He quickly locked the door with a steel bar. And opened the cabinets. After finding a first aid kit, he popped some of the old medicine and chewed to make it absorb faster, hopefully it wasn't too old. Looking around he saw it was a stone buncker, probably from the Cold War days. He would live here, it wasn't too far from the school, so he could keep his eyes on it. With access to his bank accounts, he could furnish it, and make it comfier.
And he'd still have to deal with those kids. But he'd think about it later, he walked down to the second floor and found a room with a mostly kept together bed. Laying down slowly, he dozed off.

Penelope had walked along the beach when she'd noticed a building underneath the pier. It looked run down and out of use, so she didn't really see any harm in checking it out. She walked away from the water and placed her hand on the doorknob. She turned it and pushed the door open, curious as to what she would find. A few days ago she'd heard a rumor that some kid from Oceanside killed 37 grandmas and had their heads hanging on a christmas tree in this shelter. And as honest as that rumor sounded, she didn't believe it.

Richard was staring at the ceiling, working on a new plan in his head. Soon though, his phone vibrated. A trip alarm he'd installed on the door set off a text message, and he had an intruder. Not one to simply walk up to intruders like an idiot, he figured he needed a way up. Phase through solid matter, an new power. He jumped up and moved toward the first floor. Phasing in behind the intruder, he leveled a gun that he now kept holstered on his hip to the the new figure's head. It was a girl, one from school if he'd remember correctly. One of those prefect power trip students. Coldly he spoke, "You have one minute to give me one good reason not to put this bullet through your head.

Penelope's breath caught in her throat when she felt a fun pressed against her temple - a situation she'd never been in before - but she tired to stay calm, not particularly wanting to die. She heard him ask her cooly why she should live. "Because that would be absolutely no help to you whatsoever," Penelope said to him.

Richard rolled his eyes. With a flick of his thumb he switched of the safety and gripped the gun tightly. "Pathetic excuse. I don't need help. 45 seconds." She was a girl, but Richard only felt slight guilt. He'd done worse. He had to admit, she wasn't hard on the eyes, but it didn't matter to Richard. He could have anything, with a flick of his thoughts. It was never fun that way, but that was the truth. Regardless of that, he was a near god, and Richard knew it. What could a simple girl with powers offer him?

Penelope bit her lip when he turned the fun's safety off. Was he really going to kill her? She didn't know. Penny tried to think of something that could save her, but her mind was coming to a bit of a blank. "My death would be a severe loss to the villain population," she said, hoping that that would at least buy her some time.

Pressing the gun forward he chuckled. Quickly quieting, he wondered just who this girl thought she was. Some sort of super villain? Hell, nobody from school did anything other than emotionally berate each other. She had no idea what true evil meant. Murder. Rape. Genocide. Manipulation. Richard spat, "A severe loss? Give me a break. I could care less for the villain population either, their idiotic antics don't concern me. Half of them can't even hurt a fly. So you have thirty more seconds. Clock is ticking."

"Ugh, seriously? Can I just not die tonight?" Penelope asked, getting irritated. "This is kind of ridiculous." Penny didn't want to deal with this guy, with his 'better than thou' attitude. She should have just stayed in her room like a good girl and killed Tari. "I don't know who you are, what you can do, or what you have done, and you pointing a gun at my head is rather irksome."

He kept the barrel steadied on her head, but slipped his finger away from the trigger. She had no idea what she was getting into did she. Perhaps she could be... useful? Yes. That was the right word. "You have one last chance. See that plate on the table over there? It's ceramic. Break it using your powers. And yes I know exactly who you are Penelope. Prove you deserve to live." Richard was glad her name popped in her head, he'd read her file quite some time ago. Junior, female, evil streak in her. Power of electricity. Electricity just happened to be a favorite of his.

Penny rolled her eyes and sent a small spark towards the plate, breaking it neatly. It was nothing, sort of like breathing. Penelope was surprised that he knew who she was. She'd yet to see his face, and she didn't recognize his voice, but she assumed the was the one who was rumored to kill all those grandmas, so he was a student at Oceanside. "Is that enough?" she asked, once the plate had broken, "Or do you need more?"

Richard was... only mildly impressed. "Accurate and deadly. You've gained enough to live. For now." He holstered his weapon, and phased through her toward the mess now on the floor. He noticed the mark was in the center too which made Richard chuckle. Kicking shards away toward the wall with his shoes he asked, "Now what reasons do little Miss Greene have for visiting me? If you're here on the headmistresses' orders you can tell them to take them and shove it back down their throats. I'm not going back to school. And the only time I'll ever go back is to get what I want." Olivia.

"As much as I would love to say something like that to the Headmistresses, I'm not a Prefect any more. Apparently they don't want people going into that little Forbidden room of theirs," Penelope said, looking around the fairly empty room. She looked closer at him, at his face. "You're Richard, right?" she asked, pretty certain that he was. "What is it that you want?" she asked him, wondering if it was something she would want, too.

Taking a quick seat, he started, "Something at Oceanside. And not that stupid orb in the Forbidden Room, as I know you have experience with. That's too unstable and people end up dying. I want new life, not death. Regardless, just know you'd have the masses at your feet with what is at Oceanside." Taking the unbroken glass, he changed it to that he had coffee earlier, and sipped cold coffee as an idea popped into his head. Setting down the glass, he moved back closer to Penelope, brushing aside her hair. "I think you can help me with this actually. Go back to school. Stay there, keep tabs on everyone. On events, on student life. Do that..." He leaned over to whisper in her ear, "... and I can show you a new world. One where everything you want is in the palm of your hands."

Penny shuddered a bit when he brushed her hair aside. What he was saying to her... was like aural gold. She really couldn't ask for anything more. "Okay," she said, simply. One where everything you want is in the palm of your hands. She would do whatever it took to get that. She turned away from him and stepped out of the shelter. He would contact her when he wanted her again.
